Moisten the outer rim of a highball glass with a lemon wedge. Spread the mixture of kosher salt and freshly ground black pepper on a plate. Roll the wet edges of the highball glass in the rimming mixture to coat them evenly. Fill the glass with large chunks of ice.
In a mixing glass, muddle a sprig of cilantro, salt, freshly ground black pepper and several thin slices of green onion (use white parts only). Add Arrogante Blanco, Mott's Clamato Cocktail, Worcestershire and hot sauce. Stir well. Strain the cocktail through a mesh strainer into the prepared glass. Garnish the drink with a celery stalk.
