In a small dish, combine sugar and ground cinnamon and stir well. Set aside.
In an Irish Coffee mug, combine Arrogante Blanco tequila, Arrogante Coffee liqueur and 4 oz of freshly brewed strong black coffee. Stir in most of the prepared sugar and cinnamon mixture, reserving a small amount for garnish.
Top the cocktail with heavy cream. Sprinkle the drink with the remaining sugar and cinnamon mixture.
